AWARD: 0572 Grievance concerns the issue of whether or not OBES violated Article 30.06 byì denying leave with pay to a Disabled Veterans Outreach Specialist (DVOS) andì a local Veterans Employment Representative (LVER) to attend job relatedì veteran meetings. The Union argues that in the past leave was granted for similar conferencesì and that the conferences were clearly work-related to the duties and tasksì described in their position descriptions. The Grievants allege that suchì conduct was discriminatory per Article 2.02. Management argues that the right to have excused paid leave is granted to aì limited and defined category of employees, namely, "Employees with technicalì or specialized skills who exercise independent judgment in their jobs."
