Grievance GRANTED. Grievant's pay was reduced on the basis that service time was erroneously calculated. Relying upon equitable estoppel and laches, the Arbitrator held that the Employer's assertion of its rights at such a late date was unfair to Grievant. Grievant relied on statements made by the Employer and it would be unconscionable to reduce Grievant's credit time where there was no intention to defraud the Employer.
