Testimony and video footage of the incident in question support the finding that Grievant violated Rule 5.01P, Rule 5.12P and Rule 6.05P. Video footage also makes clear that the Grievant created a false narrative during the investigation of his conduct. Grievant’s actions illustrate that he is unable to supervise difficult youth in a professional manner and in compliance with policy.
