The Arbitrator found that the changes to the work location for the Veterans Hall cooks were discussed at the institutional LMC meeting and the minutes do not show any real objection to the change in the work area of the cooks. The Union did not preserve the issue at the meeting, failed to raise it at the department level, and cannot raise it at arbitration.
