Grievance DENIED. The Arbitrator found that the Employer was not in violation of Section 28.03 of the CBA with respect to the requirement to "promptly" notify employees of the disposition of their vacation leave requests. The Arbitrator held that Section 28.03 cannot be read in isolation of other sections of the CBA and that an employees right to receive prompt notification must be balanced against the Employer's right to limit the number of persons scheduled to be off at any one time.
