The arbitrator found that the Employer did not have just cause to remove the Grievant for conduct unbecoming an officer in connection with an alleged threat on the life of the lieutenant governor. However, there was just cause to discipline the Grievant for surreptitiously tape – recording an investigatory interview. The arbitrator imposed a thirty –day suspension.
