The Grievance was GRANTED. The Arbitrator found that the Employer violated Section 39.01 of the CBA when it required bargaining unit members to train CiviGenics employees in unarmed self-defense. The Arbitrator looked to the definitions of the words “policies,” “procedures,” and “operations.” He determined that training in “agency policies, procedures and operations” related to “general guidelines or general methods for accomplishing agency goals.”
