Grievance DENIED. The arbitrator found that Management removed the grievant for just cause. The exchange of twenty dollars, either for service or for advice, constituted a business relationship between the grievant and the parolee which had not been authorized by the Department. Given the grievant’s active disciplinary history, termination was appropriate progressive discipline.
