Grievance sustained. Management acted outside the bounds of its Health and Physical Fitness Program policy in denying Grievant 52 hours of overtime at the State Fair. In order to be eligible to work overtime at the State Fair, Troopers must meet HPFP standards for May, June, July and August. There was no requirement that the Grievant meet the HPFP standards when he reported for duty at the Fair.
