Grievance is MODIFIED. Grievant was terminated after admitting to drug use when he had already been placed on a Last Chance Agreement. Arbitrator held the Grievant should not be terminated since the LCA provided that he would only be terminated for being under the influence of drugs while on duty. Arbitrator imposed a very stringent, permanent last chance agreement.
