Grievance is DENIED. Grievant was charged with engaging in an unauthorized relationship with an inmate when the inmate gave him a haircut. Grievant was also charged with bringing unauthorized material into the institution. The Arbitrator found the Grievant did, in fact, engage in a relationship with the inmate, and did bring contraband into the prison. She denied the grievance.
