DENIED. Grievant was removed for sexually harassing female bus drivers during bus inspections. Eleven female bus drivers complained about the Grievant’s touching their breasts and buttocks, and about his placing them in a position where physical contact could not be avoided. Arbitrator held that the discipline was appropriate because of the nature of the Grievant’s offense and the public’s right to have confidence in their law enforcement officers.
