Grievances were GRANTED. The Union argued that the Employer violated Article 43.04 of the contract by denying Grievants’ vacation requests. The Union also argued that the Employer was not following past practices in calculating Trooper coverage for weekend duty. The Arbitrator ruled in favor of the Grievants, noting that the Employer may interpret the minimum coverage policy based on work shifts, not on a post-wide basis.
