Grievances GRANTED. Because of the Local 1199 strike on August 5, 1997, the State ordered that all personal leave requests were to be denied for that date, and any sick leave requests for that date must be supported by a physician’s verification. The Arbitrator held that this violated the mandatory language of Article 27 (personal leave SHALL be granted if properly requested), and the procedures outlined in Article 29 for requiring physician’s verification. Grievants were credited with 8 hours of personal or sick leave.
