Grievance DENIED. Union argued Grievant was unfairly passed over for a position as a Correctional Program Coordinator because the qualification that the applicant must be a Licensed Independent Social Worker and/or a Certified Chemical Dependency Counselor was arbitrarily added to the posting. The Union argued that the Grievant should have been given the position based on her seniority, even though she did not have the necessary license. The Employer argued the qualification was rationally related to the nature of the position, and therefore the Grievant was not qualified to hold the position. The Arbitrator found for the Employer.
