Grievance was DENIED. Arbitrator held that a two-day fine was for just cause due to the Grievant’s neglect of duty in violating the intent and spirit of the work-key policy by allowing a “high profile” patient to obtain her work keys and use them to escape the building. The Grievant knew the duty of care to be exercised in regard to her work keys and was disciplined appropriately.
