DENIED. On July 28 and July 29, 1997, the Grievant was denied his requests to take vacation leave. On the first day, he left a message on the Construction Project Specialist Sarator's voice mail asking for 2.5 hours vacation. On the second day, he called in a at about 8:00 a.m. to make another request for 2 hours vacation and spoke to an employee on 1000 hours assignment at his project; that employee advised him there was no supervisor availableì to approve such a request. He reported at 10:05 a.m. on the second day. The Arbitrator denied the Grievance without comment.
