Grievance DENIED. Public Health Nurse Specialists grieved the pay range at which their positions were classified. Using the point-factor analysis system, the pay range assigned to the nurses was one point away from being classified in the next higher pay range. The Arbitrator found that there was a presumption that the Employer exercised considered professional judgment in determining the pay range, and that the Union did not meet its burden in overcoming that presumption.
