Grievance DENIED. The Arbitrator held that there was no erosion of the bargaining unit because the Park Officers continue to work the same amount of hours at the fair, only in a non-security capacity. There was no harmful effect on the members of the bargaining unit. The State was acting in good faith because changing the nature of the work was in response to a grievance filed in 1992.
