DENIED. Application of 26.02 and 26.05 has been consistent since 1986 and all affected bargaining unit members have been compensated in accordance with this practice. Double back pay for a shift started less than 24 hours after the beginning of a shift previously worked, is related to "shift start" and does not include travel time even though overtime is paid for reporting to a site other than the normal work site.
