DENIED. A Reduction in Force (RIF) eliminated an Educational Specialist II position and reclassified the Librarian position to a half-time position. The Union argued that there was an adequate amount of work to perform for both grievants that was within the objectives of Oakwood Forensic Center (OFC). The Union did not feel that substantive validity has been established by management. The Arbitrator found that Management's burden of proof has been met. Management proved that the elimination of the positions was justified.
