MODIFIED. Grievant's thirty (30)-day suspension for multiple violations was reduced to fifteen (15) days, mainly because Employer failed to prove charges involving reporting to work under the influence of alcohol. Evidence and testimony supported violations listed 1, 2, and 4 but failed to sustain burden of proof must occur.  Suspension reduced to 15 days, made whole for other 15 days and expuge reference of intoxication from employee's personnel record. As to the weapons authorization, "this is a managerial perogative which is limited only to the extent its exercise must not be arbitrary or capricious.  In this instance, the administrative privilege was reasonably and appropriately exercised."
