AWARD: 0498 Grievants were denied a promotion to an Industrial Reemployment Specialist asì a junior applicant possessed an advanced degree related specifically to theì job. The Union contended that Grievants should be awarded the position onì the basis of seniority. Management maintained that based on the criteria setì forth in the Contract, it properly concluded that the candidate selected wasì significantly more qualified than either Grievant. Arbitrator Katz foundì that the position was awarded to the junior applicant based upon her Mastersì Degree in rehab counseling although she was in seniority to one Grievant. Theì second Grievant also held a Masters Degree, but in education guidance andì counseling, which was not as well related to the position as the degree ofì the chosen candidate. Grievance was denied.
