Grievance granted. The Arbitrator felt that the Employer clearly "required" the Grievant to attend the courses to receive a teaching certificate. The opinion was based upon the fact that the Employer hired the Grievant with full and complete knowledge that she did not possess the required certificate and because the Employer directed the Grievant to attend the classes at a specific university. The Arbitrator ruled that because the Employer required the Grievant to attend the classes, the Employer was obligated to reimburse the Grievant.
