GRANTED. Grievant, who was in charge of administering GED tests at Ross Correctional Institution (RCI), received a written reprimand after answer sheets for GED test were stolen and sold to inmates. At the time of the theft, Grievant was on maternity leave. This grievance essentially concerns the Employee Standards of Conduct at RCI and whether the grievant had signed a copy of these standards and rules. Further, the Arbitrator found that RCI and DRC were in violation of the contract, which requires Employee Standards and Conduct policy to be submitted to the Association prior to the effective date of its approval. Article 14 clearly states the obligation of the State to submit such policy drafts to the Association prior to their effective date.
