The Arbitrator held that even though Grievant admitted to transporting unauthorized passengers in his patrol car, the first incident was at a time too far removed from the disciplinary action, and would only warrant a written reprimand. The second incident warranted a suspension, but the Arbitrator reduced the 3 day suspension to a 2 day suspension because of the first incident.
