AWARD: 0215 Grievant was removed for permitting DYS inmates to punch another inmateì who was about to leave the institution, for leaving his post on anotherì occasion, and for failing to report the first incident. This matter alsoì presented a number of significant procedural issues relating to the scope ofì discovery in grievance proceedings. On the merits, the arbitrator found that the facts warranted dismissal.ì However, the procedural objections raised were sufficiently serious toì justify a modification of the penalty.
