DENIED. Grievant was removed from a correction officer position for failing to follow post orders in that he left a perimeter vehicle without removing the keys and failing to maintain radio contact for a 27 minute period. The arbitrator found it to be "axiomatic" that correction officers may be discplined for such misfeasance. Given extensive prior discpline, removal was not inappropriate and the grievance was denied. In particular, a "catch all" rule prohibiting security breaches and setting forth removal as a possible penalty on a first offense was not ruled to be excessive per se.
