AWARD: 0149 (DRAFT) Grievant challenged a policy of denying a request to trade posted workì days with another trooper. The grievant sought to trade off two days withì another trooper so that he could attend an organizational meeting. The Unionì alleged that Article 29 permitted the practice to the extent that operationalì needs were not compromised. The arbitrator agreed with the Union and granted the grievance, holdingì that the trade of posted work days include the trade of days off, even if theì trade involves the payment of overtime. The arbitrator expressly reservedì the question of whether the provision covers trades of entire work weeks.
