DENIED: These disciplinary actions were a result of Grievants endangering the health and safety of a resident by leaving him unsupervised in their assigned cottage for a period of one and one-half hours when they left the grounds for community awareness van ride. The Union argued that Grievants were not at fault and the Employer was at fault because it caused confusion in its organization of field trips for the day. The Arbitrator found that the Grievants should have taken a head count and that the discipline imposed was commensurate with the offense and was progressively administered.
