Grievance MODIFIED. The Arbitrator found that the Employer erred in following a directive that had not been revised to conform to the CBA. The Employer also erred in failing to take any action prior to Grievant's scheduled National Guard training. The Arbitrator held that the Employer must make prior arrangements under the Agreement, and it failed to do so, however the Employer's errors are only technical.
