The Arbitrator held that no violation of the agreement was demonstrated and that the Post Commander's decision to deny Grievant's request for personal leave was neither unreasonable, discriminatory, or ulteriorly motivated. If Grievant's request had been granted, only one trooper would have been scheduled for afternoon shift, which would be inadequate staffing for the busiest shift.
