The Arbitrator held that the Patrol's policy conditioning travel pay on the employees' driving a patrol car to the destination conflicted with the literal language of the contract which extended travel pay to all troopers who were attending academy retraining. Travel time pay could not be denied for troopers using their personal vehicles.
